How about a set of skills around running an Inn?
A non-PC could run the Inn in the town
Or there could be quests related to helping run the Inn.
Or some of the current one-off skills could be about mass producing something for all the whatevers in a single town.
Or there could be skills related to maintaining the Inn utilities.
Or maybe the basement of the Inn has mutant rats.
Or maybe hospitality could be a skill - useful in any of the public-facing offices.
